Town Assessor - John Chaponis

The Town Assessor is John Chaponis. John was off and running as soon as his paperwork was complete. He has worked for many years in Connecticut as an Assessor, full time for the Town of Colchester and part time helping other towns bring their offices into the 20th century. John has served as president of the Connecticut Assessor’s Association and previously worked in a city in New Jersey as Assessor. He is very committed to continuing education in the field and has a folder full of certificates from the Association. John also has worked with our current software vendors, Quality Data Services and Vision Appraisals and has a wonderful working relationship with them.

Questions and Services

How do I get a copy of my property record card?
Come into the Assessor’s office and a copy can be made for you.

What does the assessment represent?
The assessment on your property is 70% of the fair market value of your property at the time of the revaluation. For example, the recent assessments are based on the revaluation done October 1, 2006.

What benefits are available to me as a resident of Andover to help with my taxes?
If you are a veteran you must have your DD 214 (discharge papers) on file with the Town prior to October 1. Once it is on file, it will remain in effect until you move.

If you were in active service during prescribed dates of war, you would be eligible for a benefit.

There is a benefit available for the Elderly and Totally Disabled. This program is provided by the State which reduces your taxes. Applications go out in February of each year and there is an income restriction. You may call the Assessor's Office to get the details.

How do I get a motor vehicle off the tax list?
When you get rid of a car, turn the plates into the DMV and bring the receipt into the Assessor's Office. The bill will then be pro-rated. If you keep the plates and transfer them to a new car, you do not have to do anything. The old car will be credited against the new car using the same registration date.

Assessment of Motor Vehicles
The basis of the motor vehicle assessments used by the Town of Andovr is the pricing procedure recommended by the Office of Policy and Management. Section 12-71d of the General Statutes of the State of Connecticut states that vehicles are to be assessed according to average retail value. The values are based on the average retail value published in National Automobile Dealer Association (NADA) pricing guides. We do not assess values according to actual condition, mileage, nor market value of the vehicle.

In order to delete or adjust a bill, sufficient proof must be given to this office so that we may satisfy the requirements of local and state auditors. All forms of proof must specifically identify the vehicle in question by year, make, model and identification number. It is MANDATORY that you include a copy of your returned plate receipt from the DMV for each vehicle. You must include at least one of the following for each vehicle: A Bill of Sale showing the date of transfer, a receipt from a junk or car dealership showing the date of transfer, a copy of your original validated registration from the state you now reside in, a copy of the original validated registration to whom you sold the vehicle or a copy of the larceny report stating the car was stolen and never recovered.
