Questions:
What are the hours of the Tax Office?
Monday 8:15-7:00 and Tuesday, Wednesday and Thursday, 8:15 to 4:00. Closed Fridays.
How is the interest figured?
The interest on a late bill is figured at 1 ½% per month from the due date. This means if you pay your July car bill after September 1, the rate of interest is 3%.
What is the mill rate?
On the 2006 Grand List the mill rate is 26.3.
On the 2005 Grand List the mill rate is 37.5. The Town of Andover had a budget deficit of approximately $700,400 during the last fiscal year. The Board of Finance (BOF) and the Board of Selectmen (BOS) both approved a special "one time" supplemental tax rate of $3.8 mills to cover the budget shortfall. In order to save an additional savings of $3,500 in software support and the printing of two separate tax bills, the boards decided to combine both of these for a total mill rate of $41.3 mills for the 2005 Grand List year.
Taxes are due and payable on receipt but no later than September 1, 2006 or a 1.5% penalty will occur beginning September 2, 2006.
Can I pay with a credit card?
Yes, you can now pay taxes online with a credit card or bank account.
Why do I have a MV tax bill when I haven’t lived in Andover for two (2) years?
MV tax bills are generated by the information that the DMV has on file. If you did not change your address with MV in time OR you moved shortly after the October 1 filing date, you could still get a bill from Andover. Bills are not pro-rated from town to town, but if you sold, destroyed or otherwise disposed of a car, the bill could possibly be pro-rated. If you received your original MV tax bill in Andover and then moved to another town and purchased a new vehicle, the Supplemental bill will come back to Andover, in order for proper credit to be applied.
Open Letter To All Banks and Financial Institutions
Ladies and Gentlemen:
Recently you received a tax bill for your clients who are residents of Andover, Connecticut. Two taxes were included in this bill, the normal 2006-2007 tax plus an additional one time tax. This one time tax is unique to this year to cover a budget deficit. We do not expect to be charging this in the future. Without the one time special tax the tax bill you received would have been approximately 10% lower.
Our residents are concerned that banks will misinterpret this one time tax and calculate the entire amount as what is needed for their escrow for next year. This letter is intended to emphasize to banking institutions that this special assessment is for one year only and will not be included as the basis for subsequent taxation. The basis for the normal tax assessment now is actually 37.5 mills.
Thank you for taking the time to consider this letter. Times are difficult enough for our residents without their being required to pay into an escrow account more than is needed.
